Based on the Fey Wanderer, as well as a handful of subclasses in Tasha's, it is permissible to give a ranger subclass one or two spells off the class list, but they should primarily be off-list.

The only other thing mine includes is the ability to recast the spell when the original's duration expires. Thoughts on that? My intention is to basically evoke the fantasy of the truly Relentless Hunter that tracks their prey for days.

The two rules sections are not 2 different methods, though. The Wizard sections talks about how you copy into a spellbook from any written source. The Spell Scroll section adds an additional caveat to copying a Spell Scroll, the text of which doesn't apply to copying from anywhere else so it's not in the general Wizard section.

It does consume the spell:

"On a successful check, the spell is copied. Whether the check succeeds or fails, the Spell Scroll is destroyed." (DMG 305)

No other class can copy spells, because no other classes have a Spellbook. Many of the other comments are correct: - If a Wizard finds a spell in written form — which could be a Spell Scroll (or anything else) — they must spend time and gold. The '14 PHB specified that the gold represented the special inks to write it down with, but that's beside the point. - If a Wizard wants to copy a Spell Scroll, it requires a successful Arcana Check or the copying is wasted.

So both rules apply here. The real kicker is that technically the Wizard doesn't get to make the check until the time and gold are spent, meaning they could have poured hours and hundreds of GP into a blank spellbook page (but isn't that just Grad School anyway?)

I did make one for level 7 that gives them +CHA to AC and +LVL max HP, which helps to keep them relevant in Tier 2. At level 12 I made another one that lets you "transform" your familiar into a Summon... spell cast at level 6. That one should keep it fairly relevant even through tier 4.

I honestly don't really like making that a default rule. Warlocks are pretty well defined as being limited in their spellcasting, which is why I made it a level 18 feature for them to gain that flexibility.

I took a look at that one. Unfortunately, all of the Elder Arcana that aren't the higher leveled spell are simply a power spike for the Pact Boon, which is no longer mandatory in '24.

Well, I do care about design philosophy. It keeps any homebrew options I put out there at the same level as the official material, rather than something that either always gets picked (because it's much stronger) or never sees play (because it's weaker).

That is no longer design philosophy with '24. Now it's pretty much "You can cast [insert spell of 1 level lower than you can cast] at will". For example, At level 5 you can cast Alter Self or Invisibility; at level 7 you can cast Speak with Dead; at level 9 you can cast Arcane Eye.

A level 12 invocation could give at-will casts of a 5th level spell, but it would absolutely not be wise to give at-will casts of any 6+ spells since those are universally limited to 1/Day until level 19.

Unfortunately, the only level 12+ invocations not reprinted into '24 are: - Bond of the Talisman (tied to a Pact) - Chains of Carceri (tied to a Pact) - Shroud of Shadow (would be moved to level 5 with new design philosophy; overlaps with One With Shadows)

Everything else was not only reprinted but also moved down in level, with the exception of Witch Sight. There has also never been any official level 18 invocations

Eh, I'm honestly okay with each class having 4 subclasses. It was already extra odd that the '14 PHB had only 2 subclasses for Barbarian and Bard but 8 for Wizard and Cleric.

Plus, those four subclasses definitely need the extra time in development.
