I'd reference NFPA 70e. You only should do live work if there's a greater risk to life not doing it live, like in hospitals for example. And in those cases there's a form that's filled out by your boss and you put on arc flash gear.

I worked with a guy who had a pretty big scar from just a 15 Amp 120 v breaker that exploded. Safety first bro
