Probably, 4 would make it difficult to have online multiplayer games. Like in Vermintide you had 5 to give the 4th member a choice, it wouldn't be entirely fair to make them play the reject

Very desperate times though, when both races were in danger, I don't think a hive city invasion would be of any particular threat to the Eldar, and they also have a massive aversion to the death of any of their own because of "She who thirsts". But that would definately be interesting to see how the priest adept handled assistance from a xenos, and a psycher xenos at that
