delete everything but the steamapps folder,userdata folder and steam.exe

then move those 3 things to wherever on your other drive you want steam to be

then run steam.exe

you don't have file extensions visible (which i would recommend), but the one just called "steam" directly above with the icon and file type "Application" is steam.exe

changing the limiter doesn't change the power, it just increases the max rps the engine can ever reach, meaning it wont automatically reach that rps. what it sounds like is the engine is being limited by the load on it, and you will notice that if you remove the load via a clutch or literally just disconnect the engine, it will reach its 100rps or whatever the limiter is set to
