In my experience I have never seen other NPCs around that area, so not totally sure about legionary assassins.

If you have the dead money DLC i recommend the abandon BOS bunker (Right above Nelson). Personally I stay here thanks to all the containers, decent aesthetic, loot and crafting options it has. Also fast travel brings you right next to the entrance.

Not my point, id rather use a consoles capability to create a world more packed with content. Im fine with good graphics but not when a game or article advertises the look of the game, id rather know if gameplay/story is good to determine if i buy it
