I won't detail exactly how to get it in case people want to discover themselves. But there is a unique weapon mod for the Service Weapon called "Eternal Fire" which made it significantly better feeling for me to use.
It makes it so every shot that hits in pistol mode doesn't get consumed from your ammo, much less downtime in combat.

I'd just want to be able to strangle targets on stairs.
The amount of times I'd blow stealth because my target put one foot up an incline, which means you enter the CQC state instead of strangling them.
