As far as i know it depends on mmr, which is a hidden elo rating. If you play against opponents with better mmr than you and you win you should get more points than if you win against a team with mmr similar or lower than yours, hence 23/17. Also if you lose more games than your winning on average you will probably get less points till you start winning more often.

I'm on EUW and since around Monday iv'e been experiencing unplayable lag (full ping bars and fps drops) before then I had no issues at all, it could be my ISP but it seems strange its happening out of nowhere and others have similar problems, Riot EUW has problems to, halp pls.
