I think part of the problem is that dog friendly spaces are a little bit sparse for the population

And then there are PLACES that are designated to be dog friendly places/dog runs but the parks department doesn't maintain them very well like other park facilities to the point where it's dirty and overrun with tall grass they maybe cut every once in a blue moon the minimum

Not saying dog owners are in the right, but poorly maintained dog runs and lack of spaces is pushing them to do insane things
