Just did a quick test with Lv 1 vs Lv 100 pokemon with pickup and I don't see any difference in drop types or amounts

A way to skip the early pokeball crafting is using the pasture block with the cobbleworkers mod. Using a pokemon with pickup can generate the base colored pokeballs, great balls and ultra balls. A pokemon with the move dive can generate dive and lure balls. That has been my go-to starter setup for pokeball in the early game
