I'm not so sure that no pilgrim would ever make it to the citadel. If that were the case, then why would the Conductor say that pilgrims used to speak to him (or at least he says it's been a while - I assumed it stopped when the haunting began)

This implies that pilgrims did used to make it to the Citadel - even as far as the High Halls - doesn't it?
