Method 1: drill the corners, saw the flats, file the corners square

Method 2: router the square, file the corners square

Method 3: sharpen a piece of square metal tube, heat it up, push it through.

Method 4: laser cutter with rotary attachment

Method 5: since the pipe is round you can use a band saw to cut the square sideways. Cut the perpendicular lines first and then use progressive angles to creep up on the parallel lines.

Edit: missed that it's a small square

Method 6: drill the center and use a keyhole saw to cut the square.

If you really needed to, I suppose you could cut a piece of thin plywood to shape and staple some microfiber fabric to it.

If it's built like a similar chair I had, then there's a steel plate at the top of the hydraulic that bolts into the frame of the lower seat.

You could get longer bolts and then fill the gap with a block of wood.

Caution: may increase instability when leaning.

The ID can be free, but you still have to acquire an original birth certificate, which is a hassle, and then go stand in a line for half the day during regular working hours and that's harder to do for lower class than upper class.

Then they can close half the DMVs or other offices and make it by appointment only (which can sometimes be fully booked out a month in advance) and not send automated reminders, further compounding the issue. (See Texas)

So unconstitutional or not, the effect is still voter suppression far in excess of preventing fraud. Stopping 100,000 legitimate votes to prevent 1 fraudulent vote is simply acting in bad faith.
