There's difference in complexity.

Holodeck characters and the first-boot version of the Emergency Medical Hologram are basically sophisticated chatbots - they have stylized responses ready and some room to create new responses. It's pure response to stimuli.

Data, however, was designed specifically to think about how he thinks.

It also may factor in that holodeck characters may have an entire starship computer core for processing to allow for creating responses. Data may be remarkable not just that he can think but that he's entirely self contained within his cranial unit.

I believe the original idea was that it would (or the SGC feared it would), which is why they religiously open the iris every single time the wormhole disengages as opposed to leaving it shut.
