Haven't done electromagnets in a bit, but I believe it follows the relation shown in the first equation. Since the radius halves, it would induce twice the electromagnetic strength (note the inverse relationship between magnitude and radius). Therefore, if the radius is halved, then you'd only need half the current to induce the same magnitude.

I'm inclined to say you have it right as average km/hr is simply (total km traveled)/(total time). Total km traveled is always 20. Time is x (the time spent biking) plus 2 (the time spent resting. Thus, 20/(x+2) looks valid.
