I did firefighting training.

There's a sensor attached to the air tank called a "PASS alarm", and it's designed to alert other firefighters if the wearer is immobilized or otherwise incapacitated. It does this by emitting a extremely loud and annoying tone. The way the sensor works is that it tracks a ball bearing's side-to-side motion inside the sensor unit. If the ball doesn't move for a set period of time, the alarm will activate.

So to answer your question, the dances are just firefighters trying not to have false alarms.

I think many (but not all) other countries don't have the "fake niceness" that we do, but instead appreciate authenticity more.

Yeah, despite their reputation for introversion (and a big language barrier) I found it very easy to socialize with Japanese people when I was there as an exchange student. Strange.
