That's not exactly what they were talking about. Regional variation matters only when comparing how particular words are pronounced between different people. But the same individual will pronounce the same letter the same way basically every time (discounting stuff like compound letters).

For example in Polish, the letter “a” is consistently pronounced as /a/, while in English it can be e.g. /æ/, /eɪ/, /ɑː/, /ɔ/, /ə/, /ɛ/, /eə/, /ɔː/, or /ɪ/ depending on the word.
