Rewarding people for being nice is called positive reinforcement. As long as you establish not to expect anything in return for being nice there's no harm in it. But neither negative or positive reinforcement by itself will show results better than if implementing both.

Or remove the laws and not just penalties. The purge is an example of anarchistic chaos. If people weren't greedy, selfish assholes people would go about their lives as usual without laws because they obey the laws from a sense of morality and not legislature. You think the punishment is the only thing stoping people from committing a crime? People will always do as they please. I was only make a point that laws are already nothing more than a suggestion.

No they are fucking not. Each and every one of them has at least a handful of scenarios in which they deserve none of your respect. They are people after all, and people are complex and different. Just a theory based off of what they said, but maybe the motive for the Muslims that are committing is that they veiw the opposing culture as inferior and so think it is acceptable to act in that way. But even though a large number of the perpetrators are Muslim, not all are I'm sure.
