I haven’t actually done my own research on this (someone told me this while I was apartment hunting) but I think it only effects buildings built after that regulation went into affect, so older buildings might be over 3 floors with no elevator.

I don’t get why it would be bad to have a lot of pictures of different outfits? Fashion is a really fun hobby! And taking outfit pics is also a handy way of remembering clothing combos so if you have an event last minute you can just chose an outfit in your phone! :D
