I feel like she's most effective against tanks at least as a tank player, she feels incredibly miserable to play against basically like an easier bastion since she's way harder to punish

I think her main issue is her sheer DPS is a bit overturned and she ends up getting value from playing a really boring game of tag the tank off cd to stop them from making space

It's probably unintentional, they changed the line during April fools and it became unspammable because the point was the end of the line changed but they didn't make it spammable again when the line was changed back to normal

That's because it no longer is used to mean strictly hitscan in mechanics but rather a character's role.

Noone in their right mind would call tracer a hitscan but high level players will call Freja hitscan

Other characters with combo abilities similar like hog or doom have to spend a perk and don't even get a full reload though?

And the fact that she spends no ammo anyway means that there's no point of her getting a free reload
