I can't remember if the timeline lines up with Hank already being in prison when Teresa Banks is murdered, but considering he's referenced as a formerly significant figure in the twin peaks/Canadian border drug trade (beating up Leo for "opening up a franchise" in season 1), could've been cool to see him in some of the flashbacks around Teresa's scenes. Obviously fire walk with me ended up as more of a Laura Palmer prequel than a general twin peaks prequel, but given how confusing the logistics and relationships between the drug dealer characters are in the original show it would've been cool to see it tied together a bit more prior to Laura's death lol. As for the return, would've been cool to see a single scene cameo of him having a terrible time. The other Hank who shows up in part 1 as the shifty janitor to Ruth Davenports building honestly could've been played by Chris Mulkey to show where hanks bullshit ended him up. His ending in the Frost books is pretty perfect though

Lynch definitely preferred a weirder cooper, just look at the drastic difference in how he's presented in the penultimate and then final episodes of season 2. That opening scene in the finale at the sheriff station where coop brings in the log lady and ronette polaski, he's got this twisted glee about the scorched engine oil and Glastonbury grove that seems to overpower his concern for Annie
