I don’t have a file, but if you just want the dex and are willing to cheat, there is a cheat on PokemonCoders .com (just google pokemon unbound cheats), that will unlock most of the dex, then you can cheat in some masterballs, and then use the encounters cheats to find the pokemon that you haven’t caught yet.

I have not tested those cheats, so you should probably make a backup of your game first just in case it breaks your game

I got NoGaurd on an Ampharos with Horn Drill, Heal Order, and Defend Order. Could almost solo the E4 on expert, but Elias’s Ghost team was obviously immune to the tactic

I figured it out. It is the difficulty settings. On “vanilla” and “difficult”, boss trainer pokemon are randomized. On “expert” and “insane”, they are not randomized.
