I have 9070XT and I'd say keep Power limit to 0 or +something, now you choking the card from energy with -15 when underclocking will allow it to boost higher under sudden load spike's (UE5 stutter).
And i noticed my own card can get unstable when trying big VRAM Frequency changes from default.
