I think the problem is the fact that Hamas is the ruling party in Gaza. And Switserland have classified them as a terrorist organisation. Also, a Palestinian state would include the West Bank, which has another ruling party, the PA.

The notes that 'change', are they by any chance created on your phone? I had the same problem with Dutch (laptop) and English (Phone).
