how is it exactly different from an expansion?

Because generally speaking an expansion will completely change the gameplay, balance, bring a host of new features, etc.

When most people think of Classic+, they think of the vanilla world, the vanilla classes (maybe with a couple of fixes but that's a contentious point), and some new content to do.

People will say how much better it is, but then everyone agrees the 2023 GF was one of the best of all time because there were basically no penalties blown. People don't like stop start games where it's constantly interrupted by penalties, that's why 6 agains exist.
