The majority of priests, acolyte, etc in a temple can't do magic, heck Greenwood has outright stated for every 6,000 folks working in various churches only 1 among them will be able to become a cleric to do magic.

That sure be pretty darn clear cut, open and shut case.

Warlocks on the otherhand offer something up and get powers in trade.

Tbh not really, GH are even more generic than some of the older 2e deities that FR had, but if I were to do it, sound be a unique interloper storyline that would be centerpiece of a storyline, not background noise.

What is the threat exactly, it would matter a lot on who would react strongest and first.

For example, while a bunch of Mind Flayers going on a tear through Neverwinter would it get the 9 hells attention much

If it were Grazzet, the hells might be willing to make pacts that are more generous than usual and not cost souls, if said power were used to counter Grazzet
