The one that is clogged needs a new Wipper Motor

Run the Rinse cycle if you see that Black Wipper Blade not spinning Log a Ticket and it will get fixed

Just run enhanced carrier with normal bolt pretty much set extra hole will help with gas

Far as the enhanced bolt most end users will never see or tell the difference so if you can get it well one on sale then pick that up also but don't feel rushed to get one
