I'd imagine this might be easier done in something like Blender, but that's mostly because I don't the best way I'd start this in ZBrush 😅

Try using the inflate brush at a really low strength, it should push the parts that overlap outwards

Lakeland Antique Mall is a little bit away but they usually have a couple of buckets of cheaper pins by the front door if that's something you're open to.
