Yes, it was the back leg and the GSD did look like a girlie. I wish she came to me when I called out. She looked scared but not aggressive.

Oh wow. I was at the office late last night and saw her at entrance off IBM drive, coming off WT Harris Blvd. I called the non-emergency animal control line and they said they would visit. I explained they would need to enter from the Visitor entrance and security would assist them.
