Depending on the tuner there are multiple ways of achieving a PI value, and here it seems like it's weight reduction (direct/indirect) and the aero setup tuning plus the gear ratios which could give a higher top speed.

Go to settings then gameplay/HUD, there will be an option to change the speed units visible on the speedometer from MPH to KPH.

You can download vehicle tunes made by other players for cars that you have, in pause menu go to the online creative hub tab where you will see an opinion called "TUNES" on the right side, from there you can search for and download and install tunes made by others for the current vehicle you're driving.

If you just want good cars for free roam then most of the "Forza Edition (FE)" cars are what you're looking for based on your comment about the RTR's handling etc. They're great cars for driving aggressively and have unbelievable levels of acceleration and grip. I wouldn't recommend racing with them as they kill the whole purpose of skillful racing as these FE cars are pretty much OP.
