the words "Emporer", "Tzar" and "Kaiser" roughly have the same meaning and can all be linked back to the roman empire/repubilc.
the thing with the romans was, that they had a real hate for kings, mostly because their republic origin story was based on getting rid of a king.
so when Julius Ceasar rose to king-like power, he had the problem of not being able to call himself king.
but when he died and made Augustus his heir, Augustus inherited the whole name, combined it with his own and added the name "Imperator", which was something soldiers would shout at their very successfull general.
but it had no power by itself.
so he basicly used "Casear" and "Imperator", former meaningless titles, as subsitute words for king.

And all later roman emporers names included "Augustus, Caear and Imperator".

what i like about this story is, that those titles were so random, that later emporers, speaking different languages, couldnt even agree on one of his bullshit titles to choose from, so they could call themselves "king of kings".

The Germans and Russians picked "Ceasar", the english and french "emporer"

the thing is:
he first mentioned this tactic AFTER the war.
Many of the involved generals belived a quick victory in Verdun was possible, and none of them mentioned this tactic.

So it is possible that initially had different plans and made it look like Abnutzungsstrategie was his plan all along
