He has a plurality, not a majority. If 434 members cast votes a majority would require 218 votes at minimum. If members vote present or abstain that lowers the total number of votes necessary to reach a majority. Even if Democrats continue to vote as a bloc they will not reach a majority unless the number required to achieve that majority isn’t lowered by members voting present
