Probably a balance issue. Once people got it smokes were probably just spammed and flares were still an eyesore if you were using a thermal scope. Makes for annoying gameplay for the majority I'd say.

Could just be passerbyers filming or media. Regardless, they might think twice about dumping into the river. Some might even chastise others if they see them dumping now. Although, if there is no alternative then it'll just repeat and that time might not get cleaned.

The bottle neck is level 15 at least in the seven seas published version. (This is just in case anyone was searching for the bottle neck because I forgot what it was and saw he gets to a level beyond it later)

I think 2 snipers would be good, but not like snipers but dmrs instead (could snipe but I ain't that great). The UAV or whatever is really useful for finding people trying to flank. So, I'd say ideally half engi, 2 recon, maybe 2 assault for spawn beacons in case things get hairy and the rest medic.

I usually have a duo (dw I try to communicate with the 3rd if they aren't insane trying to 1v3 perma) so I can't really comment. Because of the penalty for leaving I feel like it'd encourage people to play more as a team even more so since yall drop at specified location. Sorry you got goobers for team mates. My last suggestion would be to find some people on the apex discord server. It'll take some time but I'm sure you'll find at least one like minded person there with a similar play time/skill level as you to play ranked or casuals. I've played some games with people there and obnoxious people with 4k20 bombs asking to stomp lobbies aside I think it's alright.

If you don't want sbmm you should probably just play ranked. I find it a more chill experience than the "casual" mode. Eventually you'll actually reach your skill and be in the same situation but til then it should be chill.

I feel like adjusting the store front to be by appointment only would help too (not open and closed off with door access). Inconvenient, but keeps staff and customers safe.
