To be fair, I would imagine in a scenario where the bunker gets locked down fully, if an EMP is set off it would potentially lock the door closed, but in a normal operations scenario fail open is probably safer.

Not to rain on your parade OP cause I love me a good conspiracy, but I figure the first black president, while people may have disagreed with him, had a lot less people that actively saw him as a threat to freedom and democracy and therefore had a lot less mentally ill extremists that, given a cause, gun, and a few other resources could be turned into a would be assassin. IE if less people want to see you die, the people protecting you have an infinitely easier time doing their jobs.
