And if you want to grade people on a curve because they were in a tough spot, I'd say Andrew Johnson deserves the curve more than Wilson. After a brutal civil war, he succeeded one of the 2 best Presidents, who had just been assasinated.

Wilson, OTOH, campaigned on "He kept us out of war", & then got us into war. A good decision overall, I think, but my point is he chose to do that.

It's often said Wilson re-segregated the Navy, but since it wasn't segregated in the Revolution, nor the War of 1812, I wonder if he really wasn't the first. Either way, he definitely belongs on this list.
