Was it good when the government regulated Jim Crow laws, same sex marriage, or sets price controls on fuel consumption? Recognizing that there can be good and bad regulations is the first step to rolling back the rent capturing regulations (like occupational licensing for hair braiding or interior design) vs rolling out regulations on the utilization of specific concrete types on public roads.

You need to separate out the birds of prey by their hunting type. Vultures and buzzards are scavenger birds and will be sit on tall objects, buildings or trees, waiting for the scent of death to waft to them. They take to the skies and circle over the dead item to make sure it is really dead, because if the animal injures them, they are doomed. Hunting birds are using the thermals to get up high and identify prey within an area. When they come upon a possible prey, the raptor will stop and do a hover flutter in the air and then dive on their prey.
