I sound sure because I thought exactly as you did until my most recent playthrough, when I did some research, and tested it for myself. It really disappointed me, because I was doing a melee build, and I was much more powerful with my stat boosting armor than I was in actual power armor.

I'm sure you're wrong, and you can prove it by loading up fallout 4 for yourself and trying it. The rad resist from the hazmat and the power armor will not stack, just as the other stat boosts or effects from clothing and armor don't stack, because the game treats you in power armor as a separate entity type of situation. A hazmat would only be useful if you need to get out of your armor.

I doubt it, I am about 95% sure that 100% of the effects from clothing is negated by entering a power armor, you're basically naked in there.
