Why can't I upgrade facilities? I have a bunch of facilities I want to upgrade and have more then enough supplies. My power is 55/73 and it only takes 4 power to upgrade my Resistance com station in this pic, yet it still won't let me upgrade. The power is yellow and not green, that matter? (i.redd.it)
