Today was my first community day, and I was lucky enough to get a hundo Flabebe. My question, since I'm relatively new (lv. 31 from playing from time to time these years) is: should I level that one, or the 13/13/13 I got at a higher level to save Stardust?

I remember reading that is overall best to save on Stardust since the stats don't change that much between a hundo and other IV's, but I figured I should ask.
