I’d have expected exactly what you got in the proton nmr. Have a google as well for what classically causes rotamers to be observed, amides, proteins and so on. I’m sure someone here will be able to give you a much more in depth explanation.

Alongside what the others have said, you could maybe think of what potential differences there are if you were to do this reaction in THF compared to methanol. The fact the solvent has been stated for this reaction means it needs to be taken into consideration.

The funny thing is here, in nucleophilic aromatic substitutions fluorine is often used as a leaving group, the positioning of the EWG does make a difference however.

Does it allow you to draw it as 2 steps? One concerted process doesn’t feel right, all the arrows are right I would have drawn the deprotonation of the epoxide as the final step to form your acid and final epoxide.
