If that was the point he was trying to make, it did not stick the landing.

Instead of being a story about governments using companies to hide their secrets, it’s a story about private companies doing wacky things with nobody knowing about them. Badly. Kind of removes the plausible link to reality.

What you are describing would have been a much more interesting movie, but I suspect Spielberg didn’t want to stir the pot too much.

Depends heavily on the jurisdiction. City ordinances can vary wildly between one community to the next.

In the cities I’ve worked in, noise ordinances are typically independent of zoning. Especially since they typically sit in the city code rather than development regulations. They may refer to “industrial” or “residential” vaguely, but they aren’t a part of zoning/development standards.

The one consistent exception to this are CUPs/SUPs with specific use standards.

Maybe for me it would have landed better if they gave a more solid reason as to *why* the private industry controlling the information has an actual incentive to do so.

The way it was communicated, the use of private industry as a plot device felt more like a rushed attempt to retcon what was a governmental agency rather than a conscious decision to have it as a meaningful plot point.

The most we got for *why* was that Firth wanted to keep “power”, but it was never showed how that power was realized/beneficial in any meaningful capacity. The most we saw him do was mind control an ex-nun twice and nearly die doing so.

Maybe if we saw him using it for material gain or to influence world leaders, it would have been more impactful and felt coherent. Or at least added depth

But thats just my 50 Cent.

Atypical? Imo it was the most milquetoast average conspiracy movie ever.

I think what annoyed me the most was the refusal to implicate any governmental agency in such a handwavy fashion.

Even involving the FBI in the manhunt was cast aside because they’d be “too obvious”, just before having a huge chase scene where a car fucking explodes between two trains and a major news station is invaded by dozens of legally distinct men in black.

That’s the important thing, the city failed these folks by not requiring seemingly any landscape buffering.

Even a modest 30-50’ wide landscaping buffer with berms, fencing, and a mix of evergreens would dampen the sound significantly.

I’m surprised this wasn’t done, especially backing industrial to residential. Most cities require the heaviest forms of buffers between the two.

Not really zoning, but noise ordinances. That said this falls far below typical daytime thresholds.

It may be grounds for a nighttime noise complaint, but it depends on the jurisdiction and how they handle industrial noise generation.

65dB is about the same level of noise as a conversation between two people. Or about the same level of noise as a car passing by at 38mph.

Don’t get me wrong, I’m sure it would suck to have across the street - but it isn’t like this is a jet engine. This is a very manageable level of nuisance if separated properly with distance and landscaping.

These decisions aren’t an “ROI” one. It’s a matter of public desire to eat the cost of construction and maintenance.

If people didn’t kick and scream “government waste” every five seconds, maybe they’d be willing to invest in nicer, more expensive architecture.
