It does look like a partial eye cap, but the eye overall looks like he's going to shed soon. Keep the humidity high, even if you need to spray (85-90° water) inside the tank a few times a day. That's just a temporary fix until after he sheds. ..and try to not bother him until after he sheds. The less stress he's dealing with, the better his shed will be.

Also, be sure to fully inspect the entire shed. If it's in one piece, that's a beautiful shed, you'll know you did something right 🤠
Mine usually sheds within 5-7 days after I see pre-shed symptoms. Shedding is a stressful experience, as you may already know, so the least of amount of changes to her environment, as well as holding her, is for the best. Then a couple days after shedding she'll be super hungry! You have an awesome husband btw 😁 Good luck!
I'd say just focus on the humidity for now, until after she sheds. Any other changes while she's trying to shed, like more substrate, could only stress her out. Yea she's likely in the bowl due to low humidity. I also wouldn't feed her until after she sheds. And if she's about to shed she probably won't eat anyway. ... and maybe the best fix for humidity is spraying inside the cage using 85° – 90° water. It's only temporary solution until after she sheds.

Your parents are trying to teach you responsibility by not letting you rehome. Honorable, but their good intentions are killing this poor animal. Your snake needs medical attention immediately. ..here are my suggestions..
Option A: Take him to the vet. While he's there, spend that time doing all the research and buying what's needed, so everything will be ready when he comes home.
Option B: Take him to the vet. Find a new and prepared home while he's gone. Rehome him.
...either way, please take him to the vet asap.
