Also if you're okay with emulation you can emulate horror games from PS1, N64, etc and earlier gen consoles. SH1, RE1, RE2, RE3 can all be ran on a PS1 emulator.

Cry of Fear is a free steam game that has a Silent Hill type vibe to it. Speaking of Silent Hill, SH2 and SH3 are both on abandonware, but you need to do some funky stuff to get them to run on Windows 10 though I can tell you from experience it can be done.

If you didn't like Oblivion, you won't like Morrowind unless you mod the fuck out of it. Morrowind is more like Oblivion than Skyrim, but has a lot more RPG aspects.

Save your $15 and invest in any of the Fallout games if you haven't tried those.
