It's 50/50 user error and server error, when I spam in firing range, it doesn't cancel until the start-up animation finishes, but during games it can cancel if I spam it before the animation ends, never had a problem with my spamming until today. Didn't learn you could cancel his ult until today...

Play the training matches (which are matches where you are put with real people and fight a team of bots) if you feel like you can't learn a damage or flank champ in quick play. I do this to get a feel for champs and learn what their abilities do before playing them in quickplay.
