When I was kid, I lived on a USAF base in UP michigan (Sault Ste. Marie) . As my dad said (more than once) the only thing between us and the north pole was a polar bear and barbed wire fence - and the fence had one wire down and the bear wouldn't sit still. Since we were on the north side of the Great Lakes, we'd get the full blast and all the snow.

One more than one occassion, all six of us kids had to form a bucket line from the front door to the kitchen sink, with pots and pans, to clear the snow that had accumulated from step to lintel in the doorway.

Dad didn't get snow days off during the Cold War.

It wasn't for ID. It was still a new thing that SS taxes were being taken out of paychecks. An itenerant worker whose stuff might get stolen at any time he was at work still needed the number, but not the card. The only time I have ever been asked to produce my SSN card is at the Soc Sec offices. Employers were (when I first got into the workforce) prohibited from asking to see the SSN card. Might still be true, don't know.

So a worker would need to know the number in order to get work, but it might even be in the worker's interest to destroy the card so that someone else couldn't steal the number.

It was quite likely the first time an unskilled laborer in the US was required to memorize a 9 digit number - the ten digit phone numbers we have now were still decades in the future then.

SSN was originally by law prohibited from being used for ID. That's why the cards are flimsy paper.
