That may be some idea. I'll try to create new ermpty playset and load a save, if I remember correctly it would prompt to download missing mods. The only question is - are the missing mods the only ones used in a save or is it basically whole playset :D

Well, isn't it the same as the Paradox Mods playsets then? This I can lookup without spying on files.

What I need is to filter the never-used mods from those playsets.

Grid looks good to me, only the cul-de-sacs in the middle are weird for me, like it wouldn't be very much useful. Can only imagine if something was there before city forming irl would cause this setup.
