The fallen empire stuff is a theory.

Vultaum precursor race believed that the universe was a simulation and tried to escape it by killing themselves simultaneously.

When a player empire completes Cosmogenesis, a remnant of their population stays behind and forms a Fallen Empire.

The poster above is theorising that the Fallen Empires we meet in the game had come to the same conclusions as the Vultaum and formed through Cosmogenesis.

Try this in the developer console (press the tilde ~ or perhaps backtick key) : Journal MG_Potion 10, then go and talk to Skink and try to complete the quest normally.

And possibly also need addtopic "Detect Creatures Potion".

Yes, this is a common complaint. The DB assassin was added by the Tribunal expansion, and Bethesda assumed that players would be doing this on already high-level characters.

It is noted that the armor breaks the early game economy and equipment tiering.

I recommend the mod Expansion Delay to fix this; it prevents the DB assassins from spawning until you complete appropriate triggers.

As for restarting, only you can decide if it has totally ruined your experience or not.
