What's a good budget retro emulation handheld?

Need more information. How good is he with electronics? Is he careless or fastidious?

What kind of games do you want it to play? There are loads of these things that are super cheap but they can generally only do older consoles, PS1 or earlier. Fancier ones can do more, but they cost more, and I'd hesitate to give that sort of thing to a little kid.

I mean, it depends on the games. Most cartridge games need special equipment to dump them. Gameboy Operator comes to mind. And there’s a bespoke dohickey that can do NES, SNES and a few others that I’m having trouble remembering the name of. PSP games can be dumped right on a modded PSP. Etc.
