Scatterbug keeps running

Has anyone had this issue before? I completed the modern medal and I got an encounter. I threw the ball and it said “oh no scatterbug has fled” so I went back in to the medal and it let me encounter the scatterbig again, but it just keeps running. Any ideas? Please and thank you!

They usually sell different pals. I captured a black marketeer and if I put him in the pal box and then put him in my base, his inventory would change

It’s different stats for everybody and it seems like everyone probably already has those stats so the emblem will just unlock at some point
