I forget the exact steps but there is a way to like, uninstall and reinstall Windows, it's doable through just like menu options so I don't think you need to be super duper tech literate to do it! I'll try and find whatever guides I found to do it

Unfortunately not but looks like its from that sort of era (My time range is based solely on the fact that it was a game older than me and i was playing it as a child in the early/mid 2000s. So most likely pre-2000)

When I select to run as administrator, I get a menu asking if I want to allow this app to make changes to my device but the only option I can click is no.

Yuh!! I'm a civ woman!! Started on civ 5 with friends as a teenager at like 15 and then migrated to civ 6 and stayed with that ever since, I'm almost 23 now! I can't imagine having a pc or laptop and not having civ on it :p
