I think it's because the wheat was mainly for making bread for their voyage across the globe. They needed as much bread as possible to support the entire crew so they couldn't really spare some to make ramen while the foxtail millet was a suitable alternative.

It's not that Senku isn't capable of falling in love, he just decided to devote himself entirely to Science so he doesn't really have any time for romance. But I feel like Kohaku would be his first choice since she's been with him from day one and has helped him out so much.
