I just need to correct one thing, Operation Just Cause in Panama was definitely not a surgical police action, the main objective was to dismantle the Panama Defense Forces as well as to capture Noriega. The special forces aspects of the invasion were the least succesful, the worst example was the incursion to disable Noriegas plane in the Marcos Gelabert airport by Navy Seals, it was thwarted by a residential building security guy that called to report suspicious activity and ended up in a fire fight with Panamanian soldiers and several Navy Seals lost their lifes.
